If you found a YouTube video or a website claiming to have a "One-Click Downgrade Tool" for firmware 12.00+ to 9.00, it is almost certainly a scam. The PS4 has a strict set of checks (Syscon verification) that prevents the installation of older firmware once the "secure launcher" version has been updated.
