The G.I. Joe team is framed for a crime against the United States they did not commit. Under orders from a Cobra operative (Zartan) posing as the U.S. President, the Joes are nearly wiped out in a devastating surprise attack. The few survivors—led by Roadblock (Dwayne Johnson)—must go "off the grid" to clear their names and stop Cobra from launching a global nuclear threat.
